Wetland & Stream Assessments
PEC’s primary focus is in the field of wetland science. We have performed hundreds of wetland delineations and other wetland assessments for our clients. PEC maintains close communication with the US Army Corps of Engineers and other agencies regarding the ever-changing regulation of wetlands and other jurisdictional waters. Because of our relationship with the agencies, we know the procedure to get their approvals as efficiently as possible. Depending on the project, PEC can tailor our assessment to meet our clients' needs. For example, if a client is considering purchasing property and needs a very basic wetland study, PEC can provide a preliminary wetland determination quickly and efficiently. Wetland and Stream Restoration and Mitigation Planning Oftentimes a wetland permit will require the restoration of a wetland or stream system to satisfy regulatory requirements. PEC performs mitigation services that include site selection, design, planning, permitting, construction management, and monitoring of a mitigation project. PEC can also help clients pursue prospective mitigation banks. Permitting Should your project impact jurisdictional waters, PEC offers permitting services, including Section 404 of the Clean Water Act, Section 10 of the Rivers and Harbors Act, Section 401 Water Quality Certification, and State Navigable Waters. We coordinate between our client and the regulatory agencies to ensure the appropriate permits are obtained as soon as possible for each project. PEC has personnel that include former regulators, and we maintain a close relationship with the agencies to stay abreast of their requirements. PEC has also helped clients resolve wetland violations and, when applicable, obtain After-the-Fact permits. Expert Consultation and Testimony Because of the complicated nature of wetland regulation and various emotional views people share about wetlands, some projects require legal action to settle disputes. PEC strives to provide objective and scientific information using current standards to reach their conclusions. PEC works with clients and legal teams to provide expert testimony in court cases involving various natural resource issues. GPS/GIS Approximations and Mapping PEC has expertise in using geographic information system (GIS) software and technology to manage, create, and analyze geographic data including wetlands, streams, and other natural resources. PEC utilizes a Trimble GeoExplorer 6000 Series sub-meter global positioning system (GPS) unit to collect more accurate data in the field and ArcGIS 10 to analyze data, make decisions, and prepare documents. Habitat & Baseline Assessments Habitat assessments may be necessary to apply for appropriate permits or to determine the potential for impact to protected species. We have performed these assessments in the various physiographic provinces of the Carolinas and Georgia. PEC also performs baseline surveys that are necessary for conservation easements or other property to be preserved. Protected Species Assessments Surveys for federally protected species are necessary for many projects due to permitting requirements. PEC has years of experience surveying properties for protected species and their habitats. Phase I Environmental Site Assessments A Phase I is often performed to qualify for landowner liability protection. We perform each Phase I in accordance with the ASTM International Designation E 1527-13 and Standards and Practices for All Appropriate Inquires (AAI), Final Rule published in 40 CFR Part 312.
